Everybody? Besides AMD, and the hyperscalers (Microsoft, Amazon, Google) who are trying to make their own high performance GPUs? The hyperscalers use Broadcom with their ASIC chips for that.
I think Meta kinda gave up as they were going nowhere. Now they are paying massive amounts to start-ups and Apple and Google to poach talent to boot their SuperIntelligence system. xAI isn't trying to make chips, they want the generative AI part.
I'm US centric, but I don't hear any German, Japan, Singapore company trying to make Chips.

Looks like I was not completely correct. They just changed their algo to focus on CPU: https://qubic.org/blog-detail/qubic-mining-evolution-from-cpu-roots-to-gpu-dominance-and-back-again. GPU still can be used but with lower profits. In this case Monero can explore using ASIC based algo as well.

You do not mine Bitcoin with a PC. You need a suitable ASIC.
Most ASiCs uses significantly more power, built for 24/7 datacenter use with large power feeds.
There is projects refusing ASIC chips in lower power designs. Primarily various variants of Bitaxe. Easier to scale to your power budget. But quite costly from a price/performance point so not realistic to expect a return of investment. But still a fun project to get into mining.
