The article states that the Canadian dollar is likely to remain pegged at 0.7 USD, which is something the Bank of Canada has historically aimed for - and I agree especcially when we have a former BOC head as PM: we're likely back to having a very stable CAD:USD ratio that is favorable to trade, and reliable.
The issue the article raises though is that both the USD & CAD are expected to decline compared to external democratic markets - as there is global capital flight from the USD expected. The beneficiaries of this flight are generally EU, Japan, Australia, etc. All developed economies with open markets, that are derisked from USA volatility & the expected money printer that Trump is likely to create once he takes control of the US Fed.
If that happens, both CAD & USD will fall together, with CAD being more at risk from a fall due to our smaller 'mass'.
More broadly, it means now is a good time to diversify holdings out of CAD & USD, into EU & Japan & etc. We're tethered to a sinking American ship.

On point, the BOC and government have pumped the bubble for a long, long time, and the housing market should not be the main segment of an economy for building wealth
